Searching for boot.ini

Just for the heck of it, today I ran a (GUI) search on my Windows XP tablet PC for the boot.ini file starting in C: - turning on "Search hidden files and folders" and "Search Subfolders" options and after 5 minutes, it had found several other files under C:\Windows, etc. but not the file I needed, which was right there. As I waited, I launched the command prompt and typed in cd\ to get to the C: root directory and typed "edit boot.ini", and it came up in a flash.

Shouldn't any search begin in the specified location before scouring subfolders? I rarely use Windows Search, but I do expect to find a file that is right there first before finding other files elsewhere. Is this asking for too much?
